Winchester/Clark County DES/EMA is an All Hazards, Comprehensive Emergency Management Agency.

We rely on the fundamental Emergency Management Phases of Mitigation, Preparedness, Response and Recovery to minimize hazards and their effects on the citizens of Clark County.

A hazard analysis of Kentucky indicates that no area of the state is immune to disasters. The vulnerability and susceptibility to damage varies by region, season, community and the type of disaster. The potential for disaster from many of the hazards we face in Kentucky are continuous (earthquakes, landslides, hazardous material releases, transportation accidents, civil disorder or acts of terrorism, etc.).

Other hazards such as winter storms, tornadoes, wildfires, flash floods and flooding vary according to seasonal climatic conditions.

The major hazards identified that affect Kentucky are floods, tornadoes, earthquakes, severe thunderstorms, winter storms, wildfires, landslides, dam failures, drought, hazardous material releases and transportation related accidents.

Events involving weapons of mass destruction are increasingly becoming a concern throughout Kentucky.  The vulnerability to these hazards are greatest in metropolitan and developed areas.  This is due to the concentration of people, homes, businesses and infrastructure. This does not mean that cities and towns are more likely to be stricken by disaster, only that the effects are more widely felt.

The official local guide for community disaster preparedness and response is the County Emergency Operations Plan. This comprehensive plan details functional responsibilities and procedures of city/county officials, emergency response agencies, public works, roads, utilities, volunteer organizations etc.  Utilizing the County EOP and applying the four principals of Emergency Management we can mitigate against, prepare for, respond to and recover from disasters and emergencies.

Directions to office:

From I-64, take exit #96 South onto KY 627, straight through two stoplights, after second stoplight the office is located in the Winchester Police Department, second building on the right, two-story gray, numbered 16.  Park in the lot closest to the building.  Enter through the front door, check with the Dispatcher then proceed straight down the hallway to last office door on the right, just before the back door exit.
