Emergency Operations Center
The Winchester / Clark County EOC (Emergency Operations Center) is on the first floor of the Winchester Police Department. It is directly across the hall from the Winchester / Clark County Emergency Management Office.
Besides being used for real emergencies by City and County officials, the EOC is used for monthly Emergency Management (DES) Meetings, an annual full scale CSEPP Exercise, Tabletop Exercises, training and many other Emergency Service activities.
The first floor also houses our 911 Center and Central Dispatch, which is equipped with a DTN Weather Warning and Observation System and controls the eleven warning sirens in our community.
In addition to 911 and Central Dispatch, we have a separate EOC Communications Center which is equipped with 800 Mhz, UHF, VHF, HF, Packet Radio EMIS Computer Network, Incoming and Outgoing Dedicated FAX machines, Internet Access, multiple phone lines, and a BGANS (Blue Grass Alert and Notification System)  connecting us to the State EOC, Blue Grass Army Depot, and the eight other CSEPP Counties.
